Pan eGov Sub Projects
PAN eGOV undertakes eight (8) projects within its 2-year Project duration. These 8 Projects are research activities --- intellectual investigation aimed at discovering, interpreting, revising and deepening our collective understanding of issues related to democratic eGovernance --- and fall into three categories: Understanding Democratic eGovernance, Action Research on Democratic eGovernance Applications, and Using Democratic eGovernance Research.
Under “Understanding Democratic eGovernance” (Area One) are six sub-Projects, with its respective sub-Project Leaders (SPL):
(1) Openness, Access and Governance in Asian “Network Societies”: Developing an Open Governance Index under Al Alegre of the Foundation for Media Alternatives (FMA), aims to develop a new framework and wealth of resources on “Open Governance”;
(2) Youth, ICT and Political Engagements in Asia, under Dr. Weiyu Zhang of the National University of Singapore, examines the role of ICT (e.g. mobile phones, Internet, games) in the youth’s political engagement in six Asian countries --- Singapore, Malaysia, Philippines, Sri Lanka, Bangladesh and India;
(3) Community Empowerment through ICTs: Evidences from Grassroots in Bangladesh under Dr. Ananya Raihan of D.Net, explores how a community is empowered (including an assessment of how men and women exploit ICT for decision-making) and provides understanding on possible linkages in community empowerment variables --- welfare, access, conscientization, mobilization and control;
(4) Regimes, NGOs and the New Media, under Zaharom Nain, analyses and illustrates how new media is utilized by human rights NGOs in Southeast Asian countries where democratic space is often limited and continuously contested;
(5) New Media and New Social Movements in Asia under Dr. Lallana (to be undertaken in Year 2 of PAN eGOV); and,
(6) Regional eGovernance in Southeast Asia: Using ICT to enhance Accountability in ASEAN, led by Dr. Lallana, examines accountability in ASEAN within the context of ICT and globalization.
Under "Action Research on eGovernment Applications" (Area Two) is the Using Natural Language Processing for eLegislation Project being undertaken by the De La Salle University under the leadership of Dr. Rachel Roxas. The Project aims to produce a prototype system for natural data processing, with the end view of encouraging more citizen participation and more effective rule-making for the Philippine Senate Blue Ribbon Committee.
Under "Using eGovernance Research" (Area Three) is the Asia Open eGovernance Forum, which is a 2-day meeting of ICT stakeholders to share experiences in and views on promoting citizen participation in governance using “Open ICT Ecosystem”. The AOeGF will have two components – a Policy Roundtable and a Solutions Fair. The AOeGF Policy Roundtable will discuss policy issues related to 'openizing' the ICT ecosystem. The AOeGF Solutions Fair will showcase open standards-based and/or open source eGovernance applications and/or solutions. |
